Empowering Communities

One of Intercooperation's main strengths is building local capacities and competencies at community level in order to enable them to identify their development priorities, arrange joint action and mobilise resources and services. In this regard, two main processes have been enhanced at field level; APOs and Cluster Platforms. The annual plan of operation ( APO ) process integrates the analysis of livelihoods strategies of CBOs and the selection of different micro-projects (social & economic). Partner NGOs help CBOs to implement these micro projects.

To stimulate local dynamics, a platform of 3-6 small groups (cluster platform) was created to concentrate the project's activities in selected geographical areas. There is greater momentum in a cluster to increase effectiveness and efficiency, and to mobilise market actors and service providers.

The facilitators from partner NGOs play a critical role in developing these processes. In this regard, Intercooperation has designed an appropriate methodology of facilitation, the notion of accompaniment. Developing the self-confidence of CBOs and building their capacity, while providing advisory services, are the main strengths of this methodology.

In order to facilitate capacity building of groups and cluster platforms, the following processes are adopted by Intercooperation and its partner NGOs:

Participatory well-being analysis
Annual planning process at group and cluster platform level
Identification and analysis of livelihoods strategies
Six-monthly joint review and revision
Participatory poverty monitoring tools
Participatory grading assessment of CBOs and clusters
Participatory gender analysis and gender specific action plan
Accompaniment process, support growth of people's potential
