Experience in local governance

In its livelihood projects IC has been working with the communities to organize themselves and establish citizens organizations that can amplify the voices of the poor vis-à-vis the Union Parishad (UP). These groups have gained capacities to negotiate with the UP, demand services, act as a watch dog of the UP and improve the participation of the citizens in issues related to local governance.

Apart from the ‘demand side' of local governance, IC has also expertise in working on the ‘supply side' of local governance. In its local governance programme, IC is working with a total of 100 UP in Sunamganj and Rajshahi. Through a process of self-assessment the UPs evaluate the current state of local governance and based on that develop a ‘local governance improvement plan', which cover for instance issues of participatory planning and budgeting, revenue generation, procurement, office management and project implementation. Based on the individual local governance improvement plans, the project supports the UPs in implementing these. The project also provides co-financing to the UPs. This is subject to the UPs following a due participatory planning process and popular supervision in the implementation of the plans.


Main assets/results:

Local governance assessment exercises with people from over 300 wards, which has improved people's awareness on local governance and mobilized them to initiate activities to change the status quo.
Local governance assessment with the initial 35 UPs and development of ‘local governance improvement plans'.
Participatory process to develop a plan and budget in regard to the UP funds, initiated in 5 UPs.
Training modules e.g. on general UP function
