Promotion of Business Development of Services and Local Service Provision

Regarding the development of services, our experience has demonstrated that purely using the BDS approach has little impact on the poorest, so a flexible approach is required in this context. Intercooperation provides support through three types of service in rural areas:


Services initiated by CBOs for themselves : including, for instance, collecting market information, linkage with traders in the case of assembly market, development of micro credit system and saving. In the beginning, services are provided free of charge and gradually payment for services is incorporated in the activities of members. A field facilitator ensures support according to needs.

Services developed from resources farmers becoming technical service providers in fruit, vegetables, timber trees, etc. CBOs ensure a financial contribution from 60 to 100%. Intercooperation encourages and facilitates farmers in identifying local service providers (resource farmers), facilitates exchange between farmers and service providers (demand and supply), and promotes and strengthens the capacities of the service providers' capacity building (both on subject matter as well as service delivery approach).

Reinforcing existing services from market actors acting in the value chain, such as input suppliers, traders, financial services, etc, for improving competitiveness of the product considered and the market (100% of payment for services). In collaboration with Katalyst, Intercooperation supports this third level of services.

Main assets (December 2008):

A network of more than 6,000 local service providers, resource farmers and professional service providers are active
43 service providers' associations are linked with government line agencies and the private sector
A network of 7,107 professional nurseries, grouped into more than 269 Upazila associations and 45 district union
Permanent process of capacity building from line agencies (DAE) to service providers for strengthening the expertise of resource farmers
Linkages with inputs suppliers (Bayer Crop Science, Metal Agro, East West Seed Company)
Summer and winter vegetable production techniques, including training techniques

Management of pool of competencies

Modules/Methodology developed

Linkage with national institutions for strengthening capacity of local service providers
Fee base system: embedded services, advisory services
Annual plan of operation: linkages between suppliers of services and farmers
Promotion of services: fair, leaflet, bill board, associations of service providers
